To stay true to the early isometric Fallout 1 and 2, you have VATS, Vault assisted targeting system. It's not all about level though, as you could try to find or buy a powerful gun early on. You have to level up to get more hp, deal more damage with guns, etc. Like a leveled enemy in Skyrim taking a million swings. By this I mean some enemies will soak up an insane amount of bullets because they are tougher than you. The movement is somewhat clunky and the gunplay is more similar to something like borderlands than CoD. Fallout 3 and NV are mostly FPS games, with RPG elements.
